According to the relevant laws and regulations of PAI (Public Authority for Industry of the State of Kuwait), when products under the product conformity assessment control catalog enter Kuwait, they need to apply for a product conformity certificate from the inspection and certification agency authorized by the Kuwait Ministry of Industry before shipment to prove that the exported products comply with the relevant technical regulations and standards of Kuwait. This product conformity certificate is called TIR (Technical Inspection Reports). TIR certificate is a necessary document for customs clearance of goods at the port of destination. From June 17, 2006, PAI revised the original conformity certification plan (ICCP) to Kuwait Conformity Assurance Scheme (KUCAS). And from September 1, 2006, the original pre-shipment inspection (PST: Pre-shipment Testing) method was cancelled. That is to say, all controlled products exported to Kuwait must first pass the test of PAI accredited laboratories to register the model and trademark to obtain TER (Technical Evaluation Report, which is equivalent to the original SfR, Statement for Registration), and then apply for pre-shipment inspection to obtain the customs clearance certificate TIR (Technical Inspection Report, which is equivalent to the original COC, Certificate of Conformity) before the products can enter the Kuwait market for sale. Kuwait COC certification is also called KUCAS certification, which is a product certification for controlled goods exported to Kuwait. At present, the product catalog of Kuwait conformity assessment control is as follows:

Category 1: Electric toys

Category 2: Household and commercial electrical appliances and gas appliances

Category 3: Chemicals

Category 4: Facial tissue and melamine tableware

Category 5: Building materials

Note: As long as the electrical products are exported to Kuwait, they are all within the control scope, such as mouse, keyboard, display screen, power supply, and lighting products. Kuwait TIR certification requires inspection, but it can be inspected remotely, and the goods can be shipped after inspection. The regulatory authorities of the importing country may adjust the catalog of controlled products. Certification process:

Required materials: application form, packing list, pro forma invoice, test report, product photos, letter of authorization, etc.

Kuwait KUCAS certification process:

1. Provide product information to third-party laboratories

2. A third-party laboratory issues a product test report

3. Fill in the inspection application form and apply for TER product certificate from the submitting agency with the test report

4. Scanned copy of product TER certificate + packing list, pro forma invoice, product label picture + outer packaging picture, apply for inspection

5. After the inspection is qualified, a TIR certificate will be issued

2. The validity period of TER certificate is generally 1 to 2 years, and the validity period of test report is generally 1 year
